I agree that the continuing budget cuts whether effecting hatchery production or other agency or for that matter State functions are getting darn painful. It is high time to look at some other approach that this bloody slash and slash approach.

Of course it really does no good to complain unless I has a alternate solution - so here is mine. It is my understanding that this gives big business more than 19 billion worth of tax breaks each biennium. Rather than slicing the State spending by 2 billion why not tight those loop holes a bit (10%) to generate that 2 billion? Believe it is past the time that pain of these budget issues is spread out some.

Of course politics being politics the above will never happen - instead we will likely see even larger tax brreaks (aka loop holes).
