Draft Environmental Impact Statement
for Early Winter Steelhead Hatchery Programs
in Puget Sound

A draft environmental impact statement (DEIS) for early returning winter ("early winter") steelhead hatchery management plans submitted jointly by the Washington Department of Fish and Wildlife and the Puget Sound treaty tribes is available for public comment. The hatchery plans describe five early winter steelhead hatchery programs, in the Dungeness, Nooksack, Stillaguamish, Skykomish, and Snoqualmie River basins in Puget Sound.
The DEIS provides information for NOAA Fisheries, hatchery operators, and the public about the potential effects, positive and negative, of Puget Sound early winter steelhead hatchery programs on ESA-listed and non-listed fish and wildlife species, their habitats, water, socioeconomics, and environmental justice resources.
Concurrent with this review under the National Environmental Policy Act (NEPA), NOAA Fisheries is reviewing hatchery programs under the Endangered Species Act (ESA). This NEPA analysis does not indicate whether hatchery programs meet ESA requirements. Rather, this NEPA analysis provides information about the current and anticipated environmental effects of operating the five early winter steelhead hatchery programs under a range of alternatives.
NOAA Fisheries will accept public comments through December 28, 2015, 45-days from the date the Notice of Availability is published in the Federal Register on November 13, 2015.
