Fishing Sky at Index

Hello, I've been reading the regs. and can't determine whether it's legal to fish the north fork of the Sky at index. Or even if there is any fish there. A friend has a place on the river and me being a brain f--- specialist I was thinking of trying it. The regs. don't mention salmon. Maybe the salmon stop at Wallace hatchery and don't even make it up that far. I would assume there are steelhead in this part. Any thoughts would be appreciated. Remember I'm new to this fishing. So from my understanding if it does not mention SALMON in the regs it is closed. They also have a hotline that is easy to call and guy will figure it out for you real fast if you call. Believe this is the number 360-902-2500.
