Upper Snohomish Question

I am normally a saltwater boat guy and now trying bank fishing, which I have little experience.
My question for Nelly and Rob is:
Near the mouth of the Snohomish very close to Langus Park is were I plan to do a lot of my fishing from the bank, I don't have a boat. When the silvers first enter the river do they have a specific behaviour such as fast, slow, aggressive, or anything you can describe?
I like plunking and floating. If I were to use these rigs that close to the mouth could you help me with some general tips, such as a good bait, or lure if that is what you think would be hitting.
