Compliance checking

I just listened to the podcast with Ron Gardner concerning the crab catch record recording. He mentioned there is increased spending ($90k) and checks of crab reporting, because the tribes are contesting the accuracy of the catch record reporting. They contend the sport angler is under reporting. My question is, what agency is responsible for independently checking the tribes catch? Not just crab, but salmon, halibut and all shell fish? I have personally seen fully loaded tribal boats come in and immediately offload their catch to waiting trucks for transport. Tribal personnel checking tribal fishing is not independent. Before the WDFW agrees to increase checks of the sport angler, they need to get the tribes to agree to independent checking of all catch.
